TUBITAK, the NMI of Türkiye, has the primary and secondary level standards facilities and is responsible for realising and maintaining the International Temperature Scale of 1990 (ITS-90) and conducting research in temperature metrology, actively using home-made software and libraries for automation of the temperature measurement process. TUBITAK will coordinate the project, has roles in WP1 activities related to temperature standards, and will be actively involved in key tasks such as automation, programming, validation of libraries, and work on the DCC (WP1–WP4). It will also support all WPs, provide training, and deliver keynote talks at project workshops.

The project consortium brings together a wide range of well-established European NMIs and DIs, four universities and one SME industrial participant with dedicated expertise in the field of temperature metrology and digital activities. The consortium comprises 12 internal, 4 external and 1 unfunded beneficiary from 14 countries. The consortium participants have a strong relationship to their industrial participants and the end-user community (accreditation bodies, accredited laboratories and metrology instrumentation manufacturers), which ensures high impact of the project to many target end user groups.

National Metrology Institutes & Designated Institutes
BFKH is the national metrology institute of Hungary. Its thermometry laboratory is involved in research, realisation and maintenance of the ITS-90, calibrations, and interlaboratory comparisons for contact thermometry. BFKH will contribute to all WPs and lead A1.2.3 with special focus on evaluation and testing of the workflows in WP1, support resource identification and repository compilation (WP2), and contribute to data harmonisation and automated workflow implementation (WP3). It will also support WP4 and WP5 to advance digitalisation in temperature calibration processes.
CEM is the Spanish NMI, highly experienced in the dissemination and maintenance of the ITS-90 in contact and radiation thermometry. CEM temperature labs have automated many of their calibration procedures (data acquisition, data processing, uncertainty evaluation, PDF certificate generation) and are now developing the creation and integration of databases in these processes and in the generation of future DCCs. CEM will participate in all WPs.
CMI is the NMI of the Czech Republic. It covers all main areas of metrology, including fundamental metrology, national standards, R&D, unit transfer, and calibration. The institute also certifies reference materials and performs state metrology assessments. In WP2 CMI will provide assistance in developing software and libraries employing existing VBA and Python functions intended to calculate temperature of resistance sensors and thermocouples. In WP3 and WP4, CMI will use its research experiences in the field of DCC to support unified production of DCCs across the project.
FSB is the Croatian DI for several quantities and its main research activities include the development of national standards. FSB has extensive experience in measurement automation achieved through development of its own measurement devices and software. In this project FSB will contribute to the harmonisation of digitalisation efforts in temperature measurements through work in all WPs, focusing on software libraries for communication with measurement equipment and implementation of digitalisation solutions in comparison calibration of contact thermometers.
IMBiH is the national metrology institute of Bosnia and Herzegovina, responsible for implementing the ITS-90 and ensuring traceability in temperature and humidity measurements. IMBiH has actively participated in various EMRP and EMPIR projects in research and coordination, and contributes expertise in temperature and humidity measurement, project implementation, quality standards, and IT. IMBiH will lead A3.2.3, focusing on workflows for PRT sensor calibration, and support all technical WPs.
JV is the Norwegian national metrology institute and heads the task group for digitalisation in EURAMET TC-T. JV is also represented in EURAMET projects TC-IM 1448 (Digital calibration certificates) and 1449 (Research data management in metrology). JV will be responsible for several activities with special focus on implementation in radiation thermometry workflows and blackbox testing in WP3, and will contribute to all technical work packages.
NSAI is Ireland's official standards body. The National Metrology Laboratory (NML), a division of NSAI, is the NMI for Ireland and is responsible for establishing, maintaining, and developing national measurement standards for physical quantities and their dissemination to Irish users. NML produces over 5000 calibration certificates a year, mainly for pharmaceutical and medical device industries and independent calibration laboratories. NSAI currently uses several different databases to store calibration data and has extensive experience in remote communication with measurement equipment and automation of workflows. NSAI will manage WP2 and participate in all other work packages.
PTB is the national metrology institute of Germany. PTB has developed the XML-based DCC and provides open-source tools, tutorials, and documentation to foster the impact of digitalisation in metrology. PTB is also harmonising the refTypes that make information findable in DCCs by working with the German calibration service (DKD), which will provide DCC templates obligatory for all accredited labs in Germany. PTB is developing the Digital Metrology Expert tool (DME), to be made available to the BIPM, and already applied with EURAMET participants in CCT K11. PTB will lead WP3 and contribute to digital infrastructure harmonisation, software design, and DCC development (WP1, WP2, WP4).
SMD is the Belgian national metrology institute and a department of the Belgian Federal Public Service of Economy. Although its main task is maintaining national standards and assuring traceability through calibrations, transferring metrological knowledge to industry and research sectors is also a key activity. It has been a pioneer in digital transformation, including a EURAMET secondee, and participates in TC-IM projects 1448 and 1449 on digitalisation in metrology. SMD will contribute mainly to WP2 and WP3, focusing on framework development and the implementation of digital solutions for SPRT calibration.
SMU has experience in multiple EMRP, EMPIR, and EPM projects in the field of contact and non-contact thermometry, both in research and coordination. SMU plays an active role in the EURAMET working group on thermometry and at BIPM in the consultative committee for thermometry. SMU will lead WP1, coordinating and focusing on the investigation of relevant standards and practices related to the digitalisation of temperature measurement and dissemination, and will contribute further with its expertise in contact and non-contact thermometry and quality management systems.
UL has leading facilities for the measurement and calibration of temperature sensors. The digitalised system for temperature and humidity calibrations was developed in 2000. UL's capabilities have been confirmed in a number of EURAMET, EMPIR, and EPM projects. UL is the designated institute of Slovenia for temperature and humidity. In this project UL's contribution will span all work packages.

ISTE is a research-oriented technical university in Türkiye with expertise in automatic measurement software, uncertainty calculation, and Digital Calibration Certificates (DCCs) in the RF/microwave domain. Within this consortium, ISTE acts as a supporting partner contributing on harmonising data formats, ensuring compliance with digital metrology standards, and advancing digitalisation and automation in collaboration with the other participants. ISTE actively participates in WP1 through WP4.
Random Red has substantial experience in collaborative R&D projects and metrology-focused partnerships. In this project Random Red leads WP4, establishing the digital trust layer for Digital Calibration Certificates. Their work focuses on implementing and validating trust and verification modules on the European Blockchain Services Infrastructure and integrating WP2-WP3 workflows with decentralised verification services, ensuring machine-readable, interoperable, and legally compliant DCCs aligned with EU trust frameworks.
UNIBL is the University of Banja Luka and includes the Faculty of Electrical Engineering, which covers a large spectrum of digital signal processing activities, research, and projects. The faculty hosts a fully equipped measurement laboratory with a strong background in measuring procedures. UNIBL will contribute with the digital signal processing of acquired measurement data, automation of workflows, and various programming tasks in WP1, WP2, and WP3.
VINS (Vinča Institute of Nuclear Sciences) is the largest research institute in Serbia, a member of the University of Belgrade and a National Institute of the Republic of Serbia. VINS is the Serbian DI for thermophysical properties measurements and has extensive experience in calibration and testing in thermometry, sensor networks, and environmental monitoring. VINS is an accredited calibration and testing laboratory with state-of-the-art measurement equipment and will contribute to all work packages.

UNISA is an Italian university. UNISA's Department of Industrial Engineering hosts an Electronic Measurement group of professors, researchers, and collaborators. The measurement group has strong expertise in battery characterisation, uncertainty evaluation, blockchain, DCC, neural networks, machine learning, and uncertainty assessment in Artificial Neural Networks. In the project UNISA will contribute to WP1, WP2, and WP4.
ILNAS is a Luxembourg government administration under the authority of the Minister of the Economy, whose responsibilities cover standardisation, accreditation, market surveillance, product safety, and metrology — as Luxembourg's national metrology institute it maintains national measurement standards and oversees legal metrology through the Bureau luxembourgeois de métrologie. Under a Letter of Agreement with the consortium, ILNAS collaborates as an unfunded partner on the development and implementation of validated automated end-to-end digital workflows, from temperature measurements through to Digital Calibration Certificates. In WP2 it contributes to the equipment survey and communication protocols, the remote-communication workshops, the workflow charts and case study, the common database structure — which it plans to adopt for its own database — and the development and validation of the software libraries, drawing on its experience operating WIKA, Fluke, Guildline, and Isotech instruments. In WP3 it takes part in the full workflow implementation and contributes to the resulting documentation and publication.
